Somerset County Council considers cuts to libraries budget

Asked why the library couldn’t be withdrawn from the plan after the council committed itself to match fund an Arts Council grant to upgrade Jacksons Lane, Cllr Kober said the money was no longer contingent on the library moving to Jacksons Lane, but she said there were many people who see the benefit of the proposal.
“The co-location could be good for everyone. If the feasibility study says it’s not feasible we won’t run with it. It’s an idea that’s being tested out.”

Cutting services: a false economy?
‘…the Public Libraries and Museum Act 1964 requires library authorities to provide ‘a comprehensive and efficient library service’ for all persons who desire to make use of it and specifies particular factors to which such authorities must have regard.

However, the Act does not specify exactly what services a library authority must provide in order to comply with its duty. This means that a local authority has flexibility as to how it complies with its duties, allowing it to make effective use of its resources and deliver good quality services.’

The Town Hall is the headquarters of the council. It houses services, including the town’s main library since it relocated in 2012, and it recently became home to the town centre police team as part of a strategy to combine public services under one roof.  Access to those services will now be restricted, after the council revealed plans to shut the building on Sundays, effective from this week.
